Thomas Hutcheson
Managing Director
Thomas Hutcheson is a proud Wakka Wakka and Kabbi Kabbi man with over 35 years of experience in the building and construction industry. As the founder of Dundee Rock, he has grown the business from a small operation into a nationally recognised Aboriginal-owned enterprise, trusted by government and corporate partners to deliver high-value, complex projects.
Known for his honesty, reliability, and work ethic, Thomas leads with cultural integrity and a long-term vision. He is deeply committed to mentoring Indigenous businesses, building strong partnerships, and creating lasting opportunities through collaboration and inclusion.

David Smulders
Chief Executive Officer
David has over 30 years’ experience leading complex construction projects across the public and private sectors. His expertise spans engineering, building, demolition, remediation and civil works.
He holds Unlimited Builder and Demolition Licences as both contractor and supervisor, along with an Advanced Diploma in Construction Management and multiple trade certifications.
As a Director of Dundee Rock, David is known for safely managing high-risk projects and consistently delivering best-for-project outcomes with a strong focus on quality and compliance.

Uncle Phil Cooper
Business Development Manager
Uncle Phil is a proud descendant of the Yorta Yorta, Mutti Mutti, Wamba/Wemba, Dja Dja Wurrung, Barap Barap, and Taungurung peoples.
He has dedicated nearly 50 years to advancing Aboriginal affairs in Victoria and across Australia. Known for his strong interpersonal skills, political insight, and commitment to culturally inclusive practice, Uncle Phil is a trusted advisor to Aboriginal and Torres Strait Islander organisations at both state and national levels.
His work continues to shape meaningful partnerships, influence policy, and strengthen community-led engagement in the sectors that matter most.

Peta Tahau

Peta has been working in hazmat remediation since 2004, starting as an asbestos removalist and building deep expertise across Australia and New Zealand. His knowledge spans asbestos removal, hazardous material management, demolition, civil construction, and general building works.
Known for his unwavering commitment to safety, compliance and quality, Peta ensures that all projects meet or exceed regulatory standards. His practical leadership and technical capability make him a trusted figure in high-risk, high-compliance environments.
